Domestic Program

The AFSL’s Domestic Testing Program manages testing of consumer fireworks manufactured or assembled in the United States for compliance with AFSL’s consumer  fireworks safety standards. 

Importers and domestic manufacturers participating in the program may use the test results obtained from AFSL to support the required federal certifications that the tested fireworks comply with all rules, bans, standards, or regulations applicable under the Consumer Product Safety Improvement Act of 2008. 

All program participants must be AFSL members in good standing and are subject to audits to ensure accountability and conformity with this program. 

Testing and certification of consumer fireworks by the AFSL are accomplished by certified technicians located in the United States. The testing and certification applies to fireworks that are: 

  • Imported as components and assembled into finished products
  • Imported in bulk and repackaged for distribution in the United States
  • Fully manufactured in the United States

The AFSL began its domestic program in February 2011. The technicians in the domestic program follow specific procedures and sampling plans identical to those used in other AFSL testing programs.
